Brussels authorities have decided to re-open and renovate the old jails at Tongeren and Saint-Hubert for young offenders. The decision follows the release of 15 juvenile offenders for lack of prison accommodation and reflects a chronic shortage of places for under-age offenders in the Belgian capital.
