If Spains general traffic department has its way, learner drivers will be banned from driving late at night and in the early hours of the morning. Recent statistics have shown that 18 per cent of fatal accidents that take place at night involve drivers who have had less than one years experience behind the wheel. This is six per cent more than the figure for fatalities amongst experienced drivers. The scheme would ban recently qualified drivers from driving between 23.00 and 06.00.
